Frank Billingsley is a professor of management, international management, psychology, and healthcare administration at Georgetown College in Georgetown, Kentucky, where he serves as chair of the Business and Economics department. His career spans more

Dr. Billingsley has worked extensively in the United States and Europe, bringing a global perspective to teaching, program development, and institutional leadership. Dr. Billingsley has more than twenty years of experience in academic administration and university teaching. At Georgetown College, Dr. Billingsley teaches across business, psychology, and healthcare administration curricula. His courses include Organizational Behavior, Principles of Management, International Management, Business Policy, Global Sustainability and Society, Introduction to Healthcare Systems, and The Psychology of Leadership. His responsibilities extend to academic advising, internship supervision, comprehensive examination coordination, and faculty recruitment. He also teaches at Bluegrass Community and Technical College and has held appointments with Aspen University, the Brussels School of Governance, European Business University, and Concordia University. His doctoral instruction includes research methods, leadership, higher education law, and dissertation supervision.
 

His administrative leadership includes roles as programme director and head of the Global Business and Entrepreneurship department at the Brussels School of Governance and programme director for preparatory and academic readiness programs at Vesalius College and Vrije Universiteit Brussel. He also served Boston University’s International Graduate Programs in Brussels in multiple leadership capacities, culminating as director, where he oversaw academic operations, enrollment management, and strategic planning.
His work in study abroad further strengthened international partnerships and student mobility initiatives.
 

Dr. Billingsley holds a PhD in public policy and administration from Walden University and is currently pursuing a PhD in educational psychology at California Coastal University. He also holds graduate degrees in psychology, management, and human ecology,
and a bachelor’s degree in psychology. His interdisciplinary training supports his scholarship across international management, leadership, higher education, and social issues. A published author, Dr. Billingsley has written on topics including AI-driven leadership,
globalization, healthcare systems, gender and leadership, and mental health. His forthcoming work includes Servant Leadership for a Diverse World. He has presented internationally on leadership, ethics, and organizational behavior, contributing to academic
discourse across multiple regions. His work reflects a sustained commitment to education, equity, and global engagement.
